This smartphone is sold under a variety of names. I tried to sum all available information in one place.
The manufacturer names it in three ways HTC Kaiser, HTC TyTN II, HTC P4550. All combinations of these names are also found on the web. There are 3 versions of it: Kaiser 100 (without cameras), Kaiser 110 (one 3megapixel camera) and Kaiser 120 (one 3Mp, and one VGA for videocalls).

I think that the AT&T Tilt 8900 (w/o cameras) was not cancelled.
There are many references to this version in the AT&T forums, some are even sold in eBay.
But I haven't been able to find this version (w/o cameras) anywhere else.
